The poet says it is to every boy or man who thought that bellowing obscenities at a pretty girl was a compliment. And every girl or woman who ever took it as such.

warm princesses of the cold hills

every colour, every shade
every body part on parade
to the taste of the approving masses
that shout out catcalls and lupean howls
as substitute for earnest compliments.
